I think, there is only one reason when a unit has to be 'rebalanced':
When every single successful army uses that unit.

Then it is obviously too powerful and should be tuned down somehow.

If there is a way to beat an army using a 'too powerful' unit without using that unit as well - NO PROBLEM!

If we want to have 'good' units, then there must be 'bad' units. It's all relative. And I prefer to play with 'good' units rather than average units.

I think, finding out what units are better than average is an important part of this game, so please dont balance too much.

OK, there are always better and weaker units, but it isn't irrelevant how big the difference is between them. So I think balancing is important.
And I don't see why you need bad units to find useful ones. If all the units is useful but in different situations and different armies, then I think that's just a great thing. And you really need the balance, because of the random format. The better balanced the units, the less luck based the random games  :D

Actually Calis is correct.  It's vital that the game produces bad units.  Or, rather put, units not worth their net value.  Why?  Just like in Magic the Gathering, intentional bad cards were always put out.  Technically, cards of all 1-10 scale are put out in that because it's vital for a skill level to be set.  If only "good cards" or units were produced the game would become very boring as little deviation occurs in a game.  This results in more draw-like stagnant situations.

To pull this into better comparison into this game, it's like giving all units ONLY 3 range.  If this occured, it would be very unattractive.  It's like asking to play chess without a queen & rooks.  What we do have currently, is a few units that definately need a bit of tweeking: http://www.pontifex2.com/cgi-bin....].
The 90%+ of the rest of the units are well balanced in between mages,dragons,archers,swordsman,ballista-like/& other.

Ok, random format might be a problem. Maybe the top units can be excluded from random, so the others can (must) be played here..

@roxo: Hi.. yeah, I found Supreme Commander on my HD (after a while not playing it) and .. got addicted again ;)
