Still can't do a suspension bridge - I must be missing something.

Records and Hints / Level 13 Whine

I am at level 13, "Normal", "Hard", Pontifex version 10.1.01, and can't get past it. Budgeted at ,000, no matter what I try, it fails. Have done trusses, towers with cables, whatever, there's just not enough $$ to make something that stands up. Any help appreciated!
